Modi Trump Phone Call Controversy: Fresh Strain in India US Relations

A controversy surrounding an alleged phone contact between Indian Prime Minister Narendra Modi and US President Donald Trump has intensified, placing India–US relations under renewed diplomatic strain. A statement by US Commerce Secretary Howard Lutnick has brought the issue into sharp political and diplomatic focus.

Howard Lutnick claimed that an important bilateral trade agreement between India and the United States stalled at the final stage because Prime Minister Narendra Modi did not make a phone call to President Donald Trump. According to him, most elements of the deal had been finalized, but Trump’s direct involvement was considered essential for final approval, which did not materialize in the absence of this call.

Lutnick said President Trump prefers to conclude matters through personal engagement, and under this style of diplomacy, India was also expected to initiate direct contact at the highest level. From the US perspective, the absence of such outreach led to the agreement being put on hold.

India, however, has firmly rejected the American claim. The Indian Ministry of External Affairs described the statement as factually incorrect and misleading. According to the ministry, Prime Minister Modi and President Trump had at least eight telephone conversations during 2025, covering trade, defence cooperation, and global issues.

The ministry emphasized that it is inaccurate to suggest there was no contact between the two leaders or that Modi deliberately avoided speaking to Trump. It said India–US relations have been based on continuous dialogue and consultation, and it is inappropriate to attribute the failure of a complex process to a single phone call.

Notably, Prime Minister Modi himself has not issued any direct statement on the controversy. Political analysts believe the government has deliberately allowed the foreign ministry to handle the matter to prevent further diplomatic escalation.

Following the emergence of the dispute, India’s opposition Congress party criticized the government, arguing that uncertainty in relations with the United States is growing. According to the party, while the government claims close ties with Washington, such statements undermine mutual trust between the two countries.

Diplomatic experts say the issue goes beyond a phone call. It is linked to broader disagreements, including India’s purchase of Russian oil, US tariff policies, and long-standing differences over bilateral trade. Growing American pressure on India over trade and its relations with Russia has further complicated the situation.

For now, the bilateral trade agreement remains stalled, with clear differences between the positions of Washington and New Delhi. While the United States points to a lack of personal diplomacy as the obstacle, India continues to cite sustained high-level engagement and rejects the American narrative.

Political observers say the coming weeks will determine whether both sides move past the controversy and revive negotiations, or whether this dispute becomes the basis for a new phase of tension in India–US relations.
