Pakistan Urges Diplomacy, Detainee Protection on Ukraine

UNITED NATIONS (The Nation) — August 13, 2026: Pakistan has called on all parties involved in the Russia-Ukraine conflict to uphold international humanitarian law, protect detainees and pursue diplomacy to bring the war to an end.
Pakistan’s position was presented by Counsellor at the Pakistan Mission to the United Nations Muhammad Kamran Taj during an Arria-formula meeting of the UN Security Council focused on prisoners of war, civilian detainees and foreign fighters.

Arria-formula meetings are informal discussions that allow Security Council members to exchange views with invited participants on matters related to international peace and security. The UN Security Council has used the format for discussions concerning the humanitarian and legal dimensions of the Ukraine conflict, including the treatment of prisoners of war and civilian detainees.
Taj stressed that all parties should comply with their obligations under international humanitarian law, particularly regarding the treatment of prisoners of war.
“We urge all parties to abide by their respective obligations in this regard,” Taj said.
He also welcomed prisoner exchanges between the two sides, describing them as a positive step toward building confidence and creating conditions for a broader diplomatic process.
“We view the regular exchange of PoWs, between the parties, facilitated by UAE, Qatar and Turkiye, as a step in the right direction,” he said.

Pakistan also expressed concern over the involvement of foreign fighters in the conflict and called for an end to the practice.
“The topic of foreign fighters has been a long-standing concern for the international community,” Taj said, adding that the phenomenon had increased significantly.
The Pakistani representative reiterated Islamabad’s longstanding position that dialogue and diplomacy remain essential to resolving the conflict.
Pakistan has previously maintained at the UN that the Ukraine conflict can only be brought to an enduring conclusion through sustained diplomatic engagement. In April, Taj similarly called for both sides to resume meaningful dialogue and welcomed prisoner exchanges as confidence-building measures.

At the latest meeting, Taj said Pakistan supported efforts aimed at achieving a swift end to the conflict and a settlement consistent with the UN Charter, international law and relevant multilateral agreements.
“We will continue to support all diplomatic efforts to this end,” he said.
Pakistan also called for any eventual settlement to take into account the legitimate security interests of all sides, while stressing the need for a just and lasting resolution.

The UN Security Council has continued to address humanitarian concerns arising from the conflict, including civilian protection and the treatment and exchange of prisoners. In a May 2026 Security Council meeting, Pakistan likewise called for stronger diplomatic engagement and welcomed initiatives involving temporary ceasefires and prisoner exchanges.
The latest Pakistani intervention comes as international efforts continue to address the humanitarian consequences of the prolonged conflict and seek diplomatic avenues toward a negotiated settlement.
