Pakistan’s Rooftop Solar Boom: Consumers Bypass Grid with Massive Unreported Installations

Pakistan has imported a staggering 51.5 gigawatts (GW) of solar panels by late 2025, nearly matching the country’s entire conventional grid capacity, yet only a fraction appears in official records, according to new analysis of import data and satellite imagery.

Official figures show just 5.3 to 6.8 GW of net-metered rooftop solar systems registered with utilities. Experts estimate that more than 24 GW of additional capacity exists as unreported behind-the-meter and off-grid installations, driven by households and businesses seeking energy independence.

High-resolution satellite images of Lahore reveal a dramatic transformation. Between May 2022 and September 2025, rooftops across the city became densely covered with solar panels, turning urban landscapes into distributed power plants. The surge mirrors trends reported across major Pakistani cities.

Analysts attribute the boom to a perfect storm of economic pressures: soaring electricity tariffs, chronic power outages (load-shedding), rising diesel prices for backup generators, and the global availability of low-cost Chinese solar panels paired with affordable battery storage.“What we’re witnessing is large-scale consumer-led grid defection,” the analysis notes. Rather than waiting for top-down government initiatives, Pakistani households and small businesses are taking matters into their own hands, installing systems that allow them to reduce reliance on the unreliable national grid.

The trend is being watched closely as a potential model for other energy-poor nations. In countries plagued by unreliable electricity and high costs, cheap renewable technology is enabling rapid, bottom-up decentralization of power generation without massive central planning or infrastructure overhauls.

While the development promises greater energy access and resilience for millions, it also poses challenges for utilities facing reduced revenue from high-paying customers and questions around grid stability as distributed solar grows rapidly.
