Pakistan, Kuwait Sign Protocol to Expand Defence Cooperation

RAWALPINDI (Dawn News) — August 28, 2026: Pakistan and Kuwait have further strengthened their defence partnership by signing the Protocol Agreement-2026, which expands cooperation under the existing bilateral defence framework.
The agreement was signed during a meeting between Defence Minister Khawaja Muhammad Asif and his Kuwaiti counterpart, Sheikh Abdullah Ali Abdullah Al-Saleem Al-Sabah, who arrived in Rawalpindi with a senior military delegation.
According to Pakistan’s Ministry of Defence, the latest protocol supplements the Defence Cooperation Agreement-2023 and covers several areas of mutual defence interest.

The areas of cooperation include military training, capacity building, border management and other fields agreed upon by both sides.
Under the agreement, Pakistan’s armed forces “will extend assistance to the armed forces of Kuwait in diverse fields, including training, capacity building, border management and other mutually agreed areas of defence collaboration,” the Ministry of Defence said.

The Kuwaiti delegation included Lieutenant General Khalid Darj Saad Al-Shriaan, Chief of General Staff of the Armed Forces of Kuwait.
During the meeting, Pakistani and Kuwaiti officials reviewed bilateral defence ties and discussed security cooperation as well as opportunities for expanding military-to-military engagement.
The Ministry of Defence said both countries “reaffirmed their resolve to further strengthen this partnership in support of mutual security and regional peace and stability.”

The Protocol Agreement-2026 does not replace the 2023 defence cooperation agreement. Instead, it adds to the existing framework and identifies additional areas in which the two countries can work together.
Separately, the Kuwaiti defence minister and members of his delegation held a meeting with Chief of Defence Forces and Chief of Army Staff Field Marshal Asim Munir at General Headquarters (GHQ) in Rawalpindi.
According to the Inter-Services Public Relations (ISPR), discussions focused on matters of mutual interest, regional security and bilateral defence cooperation.

Both sides expressed their intention to strengthen institutional relations between their armed forces and broaden defence collaboration in areas of shared interest.

The Kuwaiti delegation also acknowledged what ISPR described as the “professionalism, operational excellence and valuable contributions” of the Pakistan Armed Forces to regional peace and stability.
The latest development builds on a series of high-level defence contacts between Islamabad and Kuwait.
Kuwait had previously completed the ratification process for the broader 2023 Defence Cooperation Agreement, which established cooperation in areas such as military education and training, intelligence sharing, logistics, defence technology and exchanges of expertise.
With the signing of the 2026 protocol, Pakistan and Kuwait have now added more specific areas of collaboration to that framework, particularly training, institutional capacity building and border management.
The development comes as Pakistan and Kuwait continue consultations on regional security and defence matters, with both countries seeking to maintain and expand their long-standing military relationship.
